Rear Admiral Joseph Daniel Akpan was born in ebutte meta, Lagos State, Nigeria. In 1987, Admiral Akpan enlisted into the Nigerian Defence Academy (NDA) as member of the 39 Regular Course. He graduated from NDA with BSc (Physics) in 1991 and was commissioned into the Nigerian Navy (NN) in 1992. Admiral Akpan is a Navigation and Direction Specialist.

1. In the course of his career, Rear Admiral Joseph Akpan attended several military courses both in Nigeria and abroad. Some of which include:
2. Midshipman and Sub – Technical Courses at the German Naval Academy.
3. Junior and Senior Staff Course at the Armed Forces Command and Staff College, Nigeria.
4. Joint Campaign Planning (French) Course at the Kofi Anan International Peacekeeping Training Center in Accra.
5. Strategic Defence Course at the National Defence College, Nigeria.
6. Admiral Akpan obtained his Master Degree in Strategic Studies from the University of Ibadan and a certificate in Strategic Leadership.
7. The very senior officer has equally held several appointments. Some of which include: 
8. Commanding Officer NNS HADEJIA.
9. Commanding Officer Navigation and Direction School, NNS QUORRA Lagos.
10. Military Observer at the United Nations Missions in Sudan (UNMIS).
11. He was also a Directing Staff at the Armed Forces Command and Staff College Jaji, Kaduna.
12. Task Force Commander Navy Anti-piracy Operation (OPERATION TSARE TEKU).
13. Academic Provost and Director of Studies at the Naval War College Nigeria.

2. Commandant Naval College Onne, Rivers state.
3. Director of Plans, NHQ.
4. He is currently the Flag Officer Commanding Western Naval Command, Lagos.

14. Rear Admiral JD Akpan is happily married to Mrs Zainab Akpan and together they have a boy and two girls. He speaks Yoruba, French and German fluently and loves reading, travelling and counseling.
